At Neon, there are no more substates open for p-electrons, so we are required to go to the next highest n value, n=3, which opens up substates ? =0,1 and 2 (the maximum value is n-1) i.e., s, p, and d states. As we add electrons, starting with s-electrons, then p-electrons, etc., we find that the periodic table tells us that we should not yet, continue on to d-electrons.
